NGO "Partnerships for Every Child Moldova" (P4EC)

Daniela Mamaliga has over 21 years of experience working in the civil society, with 16 years of experience in managing the Development Program of the NGO "Partnerships for Every Child Moldova" (P4EC), providing technical assistance to the Central and Local Government of the Republic of Moldova in the development of child welfare policies and implementation of child care reform, including deinstitutionalization of children, development of alternative family-based social services and inclusive education programme. Over the past 10 years, she has led major large-scale USAID and EU-funded projects focused on systemic child welfare reforms. Currently, she is director of P4EC and president of the Alliance of NGOs active in child and family protection in Moldova. Ms. Mamaliga coordinated the development of several National Practical Guidelines such as "Case Management", "Family Support Service", "Foster Care Service" and "Gatekeeping System" developed by P4EC in the last years. Mrs. Mamaliga holds a MSc in Social Communication and Project Management; Languages: Romanian, Russian, English.

I am a sociologist, a researcher, an advocate, and an NGO-worker, but I also have experience advising state authorities, namely the National Authority for the Protection of Children's Rights and Adoption (NAPCRA), and the Ministry of Development and Public Administration.

I have had an interest in reforming Romania’s child protection system since the adoption of my daughter. Additionally, as the deputy director of Life and Light Foundation, an NGO involved in child protection since 1996, I have also been directly involved in Romania’s deinstitutionalisation process through their programmes.

Together with Dr. Gabriela Dima, I contributed to the Eurochild DataCare project and continued working with Eurochild to implement the recommendations of the DataCare project in Romania.

Hugo Cunha Tecla was born in Beja, on February 22th, 1975, the city where he insists on residing, married, allegedly heterosexual. Proudly a simple country boy, he lived in Lisbon to study law and later returned often to become a master at the Catholic University of Lisbon. Later, he flew regularly to Porto, where he obtained a PhD at the Faculty of Law of the University of Porto with a dissertation on the imperative of protecting children from the content available on the internet. Currently, he is Adjunct Professor at IPBeja (where he has been coordinating two degrees for many years), Invited Auxiliary Professor at ISMAT, Integrated Doctoral Researcher at CEAD and Coordinator of the Research Line Liberdade e Justiça and CEDIS – Faculdade de Direito da Universidade Nova de Lisboa. In his free time, he is a columnist in the regional media, writes prose and legal literature, being obsessed with questions and not concerned with seeking answers.

Isabel Menezes holds a bachelor's degree in Theater (ESAP), a degree and a PhD in Psychology and Aggregate in Educational Sciences from the U.Porto, where she is  Professor at the Department of Educational Sciences/OEI Chair in Education for Citizenship/Education for Citizenship Global. Is in charge of the Center for Educational Research and Intervention (CIIE). Her research focuses on the civic and political participation of children, youth and adults, and on the ways in which formal and non-formal education (including community art) can play an empowering role in relation to politics; other research interests include the social responsibility of universities, doctoral education and the boundaries between research and intervention. Currently, coordinates projects on education for climate change as a tool to promote the political agency of young people. Chairs the Board of the Portuguese Society of Educational Sciences.

João Rodrigues holds a degree in Nutrition Sciences, a degree in Biochemistry, a PhD in Biomedical Sciences and habilitation in Dental Medicine. He is a professor of higher education at the Polytechnic Institute of Viana do Castelo and Polytechnic Institute of Porto.

Mr. Kuleba has been working in child rescue for 20 years. Now, he is the Director of the NGO Save Ukraine, which was established in 2014 to provide assistance to vulnerable populations in the war zone in Ukraine. Currently, Save Ukraine is providing assistance to orphans, children with disabilities, and low- income families affected by war in Ukraine and is conducting evacuation operations of children.

As of now, Save Ukraine evacuated over 71,500 families from combat zones; created a network of 15 partner hubs throughout Ukraine; opened 2 Hope and Healing Centers that can accommodate up to 400 vulnerable women and children receiving psychosocial help; established the Sexual Abuse Survivors Center. Numerous other social projects aimed to help people affected by war are being

currently realized.

Previously, Mr. Kuleba served as the Commissioner for Children’s Rights in the Office of the President of Ukraine. During that time, he initiated and implemented considerable changes in the Ukrainian child protection system.

In 2006, he became the head of the international charity Children's Rescue Service. Beginning in 2000, he served as President and Founder of the international charitable organization Child Rescue, where he created a network of specialized rehabilitation centers for children at risk, homeless children, and orphans.

Mr. Kuleba graduated in 2007 from the European University of Finance, Information Systems, Management and Business with a Bachelor of Management and in 2008, he received a Master's degree in marketing.

Pedro Pereira is an anthropologist and professor. Born in Porto, he holds a PhD in Anthropology and is an Adjunct Professor at the Polytechnic Institute of Viana do Castelo, teaching various anthropological course units in courses at different levels and areas. He is an Integrated Researcher at the Center for Research in Anthropology (CRIA) and his research interests have been in the fields of health and religion. Among the various publications of articles and books, the works stand out: Pilgrims – An anthropological study of the pilgrimages on foot to Fátima (2003) and In search of health – The cult of Our Lady of Health from an anthropological perspective (2021). In the literary field, the publications of the poetry book, Escrita de lume (2019), and the book of short stories, The other side of the street (2021) stand out.

Tito Campos e Matos is currently Vice-President/Deputy Executive Director of the Portuguese Council for Refugees (CPR) and researcher at SOCIUS/CSG. Worked as a sociocultural animator at the Foundation for the Development of Vale de Campanhã, Porto (1998-2001). Was Adjunct Professor at the Paula Frassinetti School of Education (2001-2019). She has a Master's Degree in Childhood Sociology (Institute for Child Studies, University of Minho) and a Ph.D. in Child Studies, specializing in Childhood Sociology, in the scope of citizenship and child participation. Bachelor (1998), Master (2004) and PhD (2013) in Sociology by the Faculty of Arts of the University of Porto. Is a Professor at the Cooperativa de Ensino Superior de Serviço Social/Higher Institute of Social Work of Porto (CESSS/ISSSP), since 2002, where teaches in Social Work and Social Gerontology Degrees and in Social Intervention in Children and Youth at Risk of Exclusion Master. Since 2014 is also Invited Assistant Professor in the Department of Sociology of Faculty of Arts of the University of Porto. It is Integrated Researcher at the Institute of Sociology of the University of Porto, since 2004. Her research interests focus on Urban Sociology, particularly in the problem of fight for the right to the city and housing, in gentrification processes and social mixing and poverty and social exclusion of socially disadvantaged groups.

Rosalina Pisco Costa is a sociologist, associate professor at the Department of Sociology and affiliated researcher at CICS.NOVA.UÉvora-The Interdisciplinary Center of Social Sciences, University of Évora, Portugal. She has a graduation in Sociology and a master's degree specialization in Family and Population studies. She was an FCT and Calouste Gulbenkian student scholar at the Morgan Centre for the Study of Relationships and Personal Life of the University of Manchester, under the supervision of Carol Smart. In 2011, she completed her PhD in Social Sciences by the University of Lisbon, and in 2012, she was distinguished with the Early Stage Family Scholar Award by the International Sociological Association. Her research covers a broad range of issues regarding families, gender and personal life; childhood; everyday life, mobilities and consumption studies; social time and ages of life; ritualization, memory and familial aesthetics; trajectories, transitions and experiences in higher education; history and institutionalization of sociology in Portugal; and ethics in social sciences, while crosswise exploring QDA software, qualitative, sensory and creative social research methodologies. She has published widely and internationally in peer review journals, and her work appears in key publications such as The Wiley Encyclopedia of Family Studies, The SAGE International Encyclopedia of Mass Media and Society, and The SAGE International Encyclopedia of Economics and Society. In 2020, with Sampson Lee Blair, she co-edited the volumes 'Childbearing and the Changing Nature of Parenthood' and 'Transitions into Parenthood: Examining the Complexities of Childrearing' (Emerald).
